从reserve预备队提取飞行员之前，你的机队飞行员数量足够吗?如果已经满员了，就会inactive未激活状态吧

+ W3 ^  p& [( T8 I. c) ~3 A你先找找为什么会inactive状态，一半是自动激活的，不需手工激活。
