实施战略轰炸仅限于对日美两国本土,同时禁止盟军利用中国、苏联基地和北太基地对日本实施战略轰炸。

; n5 x- ]0 M( u- N1 L禁止陆航四发轰炸机(机型类型为重型轰炸机)对海、搜索、反潜,海航4发允许搜索、反潜,四发轰炸机最低任务高度为10000英尺。B29系列和兰开斯特系列必须在7级以上机场执行任务,其他四发必须在5级以上机场执行任务。

不得以单舰或小舰队方式停泊在前线港口,具体来说如果有多艘船只靠港,则每个舰队不少于4艘,此规则无论对敌控或我控港口均有效。目的是防止触发太多水面战。
