二、对战规则
1、战略轰炸限制：
实施战略轰炸仅限于对日美两国本土，同时禁止盟军利用中国、苏联基地和北太基地对日本实施战略轰炸。

2、北太作战限制：, l5 `9 N- b. p, d2 G
双方在北太禁止一切形式的交战,北太的定义为横向53格以北北太平洋地区，包括阿拉斯加和北海道、库页岛。作为北太休战的补偿，双方部署在上述地区的部队视为最低驻军要求，一律禁止移动。8 N3 c3 O2 a% V, b( I, L
3 V. Y' ?" k0 X  b
3、四发使用限制：8 v. v( \  f7 R
禁止四发轰炸机对海、搜索（盟军海航除外）、反潜，四发轰炸机最低任务高度为10000英尺。B29系列和兰开斯特系列必须在7级以上机场执行任务。1 e$ c- K5 z$ O

4、鱼雷艇使用限制：
单个基地限制编成下限为4艘PT的1个鱼雷艇编队，鱼雷艇仅限用于港口防御并只能在浅海移动。即PT编队中的PT数量没有上限，除非超出上限，PT可以制造。8 P! K: |( {+ n  D8 @% p4 j/ }# q

5、舰队编成限制：
不得以单舰或小舰队方式停泊在前线港口，具体来说如果有多艘船只靠港，则每个舰队不少于4艘，此规则无论对敌控或我控港口均有效。目的是防止触发太多水面战。# C9 N1 a+ v$ X# O  _
( U- w' F" f& z6 e
6、部队出国限制：" I7 q$ ~8 O: h0 V" c. O
6.1任何情况下盟军不得进入和利用苏联基地作战。  b3 F, f7 n8 _/ f) z% y8 m
6.2中国国军地面部队必须改属为中国远征军（HQ为NCAC、X部队、Y部队、Z部队）才能出国作战。, W! p" h( u  k. P: S
6.3英属印度司令部所属地面部队不得通过陆路进入缅甸作战。
6.4中国伪军只能在中国本土作战，泰国军队只能用于印度支那、马来半岛、缅甸作战。
6.5派遣军、关东军只有改属为非受限司令部的部队才能入印作战。

7、日苏开战限制：
日本满洲驻军8000战力必须满足，日军不得在45年之前攻击苏联，不得故意激活苏联。

8、登陆限制：

9、伞兵使用限制：
单个伞兵部队同时只能在一个基地空降。

11、美军地面部队印度洋战场使用限制：
美军只有隶属于ABDA和东南亚的司令部的地面部队才能在印度作战。+ \  B% Q* O/ I$ M, q6 J2 C

12、地面部队必须全PP改属# E- T6 X* F6 ^7 m( ]7 H% l# o2 F4 |# H
