昭和20年（1945）3月10日，古贺红叶大将于停泊在林加延锚地的旗舰大和号上召开南洋方面战备会议，有关的舰队，战队，守备队的参谋们及大本营驻联合舰队代表迁政信大佐云集联合舰队旗舰大和参加。
$ g9 B0 U$ J5 S, ?; q古贺大将清了清嗓子，开始了会议议程：“现在本官来说明联合舰队司令部对目前战争形势的观测和对策”。
) f5 H' b) J" x5 p  m对于出席这次会议的参谋们来说，古贺长官所说出来的每一个字，都像一把锤子在敲打着会议室，会议室的空气被这种敲打震荡着，让人喘不过气来。" J7 G; Q& C; g& d4 z
古贺红叶大将头一句就是这么说的：“联合舰队的兵力对美军比例已经相差了三倍以上”。
; i) U5 q7 \' K' J7 T+ U. t3 E: k接下来的一句是：“而且，东帝汶外海海战的结果导致了舰队决战中心的机动部队航空兵力大量损失，现在即使我们所希望的迎击舰队决战能够进行，我们的胜算也极为低下，应该说不到一成”。( ?( S& y! H( q
这是作为海军三巨头之一的联合舰队司令长官在甲午战争以后五十年来第一次公开宣称对正在进行的战争没有任何胜利信心。% v0 H2 L. l5 t- q
古贺还在继续：“胜算虽然极低，但并不是完全没有。如果能够在战略上和地理上对我军有利的情况下和美军进行决战的话，哪怕是玉碎战法，也是我们唯一能够取得最大战果的机会。”
2 H2 J! q$ N; [0 E1 ^9 F% ?7 y+ W2 E% v虽然还有点视差，但无论如何，这是日本帝国海军联合舰队第一次睁开眼睛看现实。
- f- ~2 ^! a+ j古贺红叶面对的是一个烂摊子，但有趣的是不认为这是个烂摊子的日本海军军官还不少，所以红叶大将在开会伊始，就让大家“丢掉幻想，准备玉碎”，这个崭新“玉碎战法”的名词，更是让与会的参谋们心惊肉跳! O# d- R' s+ J. S% @$ S

所谓“玉碎战法”就是：“在外南洋方面寻找敌舰队主力进行决战，为此舍弃所有的海岛，基地守备队及驻防陆军，从此之后联合舰队不支援，不解救守备部队”。1 T/ m1 ?8 @) x) k( a! j3 U* Z3 m/ {
这个意思就是：大家本是同林鸟，大限到头各自飞，现在谁也管不了谁了。现在几乎败局已定，只有能捕捉到敌舰队主力进行决战还要争取到那不到10%的胜算才能说话，否则，联合舰队已经无法照看自己所属的所有单位了。# q' I$ F# N5 b( ^6 |
担任劳腾守备任务的海军第3特战队先任参谋林中佐举起了右手，他要确认联合舰队司令部的计划，知道他们需要坚守几天：“在美军再次向南洋进攻的时候，联合舰队要多久才能赶到？”( R% x; J! d2 y$ y
联合舰队先任参谋母螺大佐说话了：“一般情况下三天，最坏的情况下七天，联合舰队一定会赶到，请等着我们，现在战况对我们非常不利，只能辛苦你们了。请把这个意思转达给部队，希望你们一定要坚持到最后”。

东帝汶战役以帝国惨败告终

除了在劳腾损失的重兵集团外，在dili和库旁，帝国也分别损失了相当于两个师团以上的守备战力，总损失超过10万人。负责防御东帝汶岛的第八方面军除了守备最西部roti岛的第94师团由于未遭受攻击而侥幸成建制撤离外，其余部队共计3个师团，6个独立混成旅团以及数量庞大的后勤辎重部队都未能脱离包围圈，全军覆灭。, `- P$ @" ?' K6 z6 B$ l; @
